Deployed apps scale automatically with traffic and scale to zero when idle, so an app nobody is visiting costs nothing to keep online.
Each site has a ceiling on how much it can scale, which is higher on paid plans. A quiet portfolio or demo will never come close to it; a genuinely popular app is where a paid plan earns its keep.
Hosting, SSL, and custom domains are part of your plan — there is no separate per-visitor bill you need to watch.
